(Crain's) ? NATO summit security precautions could force the shutdown of several rail lines running from the South Side into downtown Chicago, potentially disrupting upward of 25,000 morning rush-hour commuters.
In addition to rail lines that run under the McCormick Place summit site, Lake Shore Drive and the Stevenson Expressway, which run right next to the convention hall, might be restricted or closed during the two-day summit, just as an interstate highway adjacent to the 2004 Democratic National Convention site in Boston was shut down.
As City Hall and protest groups argue over where protesters will be permitted to march, local officials and the public are waiting for a detailed plan from the U.S. Secret Service, which is in charge of overall security because the summit has been designated a National Special Security Event, like a presidential inauguration or the Super Bowl.
Less than two months before some 50 heads of state and thousands of dignitaries meet Sunday and Monday, May 20-21 at McCormick Place, the NATO summit has generated controversy in Chicago over the potential disruption from protests and violence. But security put in place to handle demonstrations and protect VIPs could create its own disruption and controversy.
?You mean the NATO nightmare? There is a desire for total perimeter control. It could mean the cessation of rail service,? said Gerald Hanas, general manager of the Northern Indiana Commuter Transportation District, whose South Shore Line carries about 7,000 passengers each weekday on rail lines running under McCormick Place into downtown Chicago. The train originates in South Bend, Ind. Weekend ridership averages 3,000 people a day.
While shutting down the rail lines has been put forth as a ?worst-case scenario,? Mr. Hanas said, ?they are still discussing that. All options are open.?
In addition to the South Shore line, Metra, Amtrak and the Canadian National Railway operate trains that run under McCormick Place. The Metra Electric Line carries an average of 36,300 riders (in and out of the Loop) each weekday on 172 trains running under the convention hall, and Amtrak has six trains a day on that route. Average weekend ridership is 13,600 a day.
Spokesmen for Amtrak, Metra and CN declined to say what options are under consideration but said they have been meeting with the Secret Service. ?We've not been told we can't operate,? an Amtrak spokesman said.
The Chicago Department of Transportation did not respond to requests for comment on whether Lake Shore Drive and the Stevenson Expressway might be shut down during the summit, which is scheduled to run from 2 p.m. on Sunday to 2 p.m. on Monday.
A spokesman for the Illinois Department of Transportation could not confirm that closure of the highways is under discussion, saying that the state is ?still in talks with federal and local authorities and it's a bit premature to speculate about which roads would be impacted, if at all.?
Earlier this month, the Coast Guard signaled that it would shut boat traffic on parts of the Chicago River and Lake Michigan during the summit as a precaution.
During the Democratic convention in Boston, local officials rerouted traffic on I-93 starting at 4 p.m. every day in order to have it totally clear next to the Fleet Center convention site by 7 p.m. Local authorities took advantage of the nightly closures over four days to make road and bridge repairs, according to a review of the shutdown by the Department of Transportation.
The Secret Service is expected to issue a detailed security plan about two to four weeks before the summit.
A spokesman for the Secret Service said he couldn't get into specifics about the security planning, but ?the process is ongoing; things change constantly.? While inconvenience to the public is one of many factors considered, he noted, ?security is paramount.?

In the leading case of Sankey v Whitlam and Others ((1978) 142 CLR 1), the High Court considered at length the modern Australian application of the doctrine of public interest immunity.
The general rule is that the court will not order the production of a document, although relevant and otherwise admissible, if it would be injurious to the public interest to disclose it. However the public interest has two aspects which may conflict. These were described by Lord Reid in Conway v Rimmer ([1968] AC 910, 94), as follows:
?There is the public interest that harm shall not be done to the nation or the public service by disclosure of certain documents, and there is the public interest that the administration of justice shall not be frustrated by the withholding of documents which must be produced if justice is to be done.?
It was held that the relevant principles applied equally to viva voce evidence as well as the production of documents, though the facts of that case involved the latter.

It is in all cases the duty of the court, and not the privilege of the executive government, to decide whether a document will be produced or may be withheld. The court must decide which aspect of the public interest predominates, or in other words whether the public interest which requires that the document should not be produced outweighs the public interest that a court of justice in performing its functions should not be denied access to relevant evidence. In some cases, therefore, the court must weigh the one competing aspect of the public interest against the other, and decide where the balance lies.
This statement of the relevant principles displaced the earlier principles permitting blanket claims for immunity from disclosure based upon the class of documents rather than individual contents. It also removed any suggestion that a claim by the executive was absolute, and unsuitable for challenge or for assessment by the court.
Nonetheless, the balancing exercise to be undertaken by the court recognised that, inherently, government at a high level cannot function without some degree of secrecy. The public interest therefore requires that some protection be afforded by the law to documents of that kind. This factor was deserving of weight, reflected in the balancing exercise; the relevant government agency would be entitled to be heard prior to any determination of a claim for immunity, and there was an entitlement for that agency to appeal if aggrieved by a decision to order production of documents. Likewise, however, ?the proper administration of justice, of prime importance in the national interest, requires that evidence necessary if justice is to be done should be freely available to those who litigate in our courts.? Mason J of the High Court in Sankey v Whitlam expressed that limb of the public interest as being ?in the administration of justice in the administration of justice that requires that the parties be given a fair trial on all the relevant and material evidence.? His Honour was the only member of the court to refer explicitly to trial fairness in considering this public interest, and the citation in support of the proposition, Conway v Rimmer, does not speak of trial fairness, only the fair administration of justice.
The balancing exercise to be undertaken by the court affords recognition to the observation by Gibbs A-CJ (as he then was) as to the other competing public interest ? avoiding an injustice to an accused person whose liberty was at stake in a criminal trial, where the documents were necessary to support their defence. In those circumstances the documents must be disclosed. This is not to say that there is not a balancing process to be undertaken, instead, the public interest in preventing an innocent person from being convicted of a crime is so powerful that it outweighs the countervailing public interest.

The huge changes in the Earth's crust that influenced human evolution are being redefined, according to research published today in Nature Geoscience.
The Great Rift Valley of East Africa ? the birthplace of the human species ? may have taken much longer to develop than previously believed.
""We now believe that the western portion of the rift formed about 25 million years ago, and is approximately as old as the eastern part, instead of much younger as other studies have maintained," said Michael Gottfried, Michigan State University associate professor of geological sciences. "The significance is that the Rift Valley is the setting for the most crucial steps in primate and ultimately human evolution, and our study has major implications for the environmental and landscape changes that form the backdrop for that evolutionary story."
Gottfried worked with an international team led by Eric Roberts at Australia's James Cook University who added that the findings have important implications for understanding climate change models, animal evolution and the development of Africa's unique landscape.
The Rukwa Rift (a segment of the western branch) is an example of a divergent plate boundary, where the Earth's tectonic forces are pulling plates apart and creating new continental crust. The East African Rift system is composed of two main segments: the eastern branch that passes through Ethiopia and Kenya, and a western branch that forms a giant arc from Uganda to Malawi, interconnecting the famous rift lakes of eastern Africa.
Traditionally, the eastern branch is considered much older, having developed 15 to 25 million years earlier than the western branch.
This study provides new evidence that the two rift segments developed at about the same time, nearly doubling the initiation age of the western branch and the timing of uplift in this region of East Africa.
"A key piece of evidence in this study is the discovery of approximately 25 million-year-old lake and river deposits in the Rukwa Rift that preserve abundant volcanic ash and vertebrate fossils," Roberts said.
These deposits include some of the earliest anthropoid primates yet found in the rift, added Nancy Stevens of Ohio University.
The findings imply that around 25 to 30 million years ago, the broad uplift of East Africa occurred and re-arranged the flow of large rivers such as the Congo and the Nile to create the distinct landscapes and climates that mark Africa today.

Advances in chemotherapy have dramatically improved the outlook for many cancer patients, but the side effects of this treatment are daunting. A new generation of chemotherapy drugs with fewer side effects is the goal of Edward J. Merino, assistant professor of chemistry at the University of Cincinnati.
Merino will discuss his efforts toward designing these new anticancer agents Tuesday, March 27, at The Chemistry of Life: Spring National Meeting and Exposition of the American Chemical Society in San Diego.
At that meeting, Merino will show a new anticancer agent that targets cancerous cells by zeroing-in on the "pollutants" produced by the characteristic metabolism within tumors. This agent, which Merino calls a "ROS-caged agent," is activated by oxidative stress, a signature of cancerous activity.
"Cancerous cells use energy differently from other cells," Merino said. "Like an automobile engine with the gas pedal pushed to the floor, they give off a unique sort of pollution because they are not as efficient in using energy. Cancer cells don't use metabolism all the way through. We have found key enzymes that contribute to this characteristic signature."
This signature results from the build-up of reactive oxygen species, known as ROS. This environment creates a chemical target that Merino and his team can target with chemical systems. Merino describes his findings as a preliminary description of the factors that can make drug delivery much more selective.
"We are looking for chemicals that operate like heat-seeking missiles that attack only cancerous cells," Merino said. "If we are successful, we can create drugs with far fewer side effects."
The side effects associated with chemotherapy hair loss and weight loss are generated from the mechanism used to target today's family of drugs. Because cancerous cells reproduce rapidly, chemotherapy targets rapidly reproducing cells. The problem, Merino said, is that cells in the stomach lining and cells in our hair follicles also reproduce rapidly so conventional chemotherapy kills those cells, too.
A better understanding of cancer metabolism is an essential part of the work, but so is the basic chemistry involved in creating targeted compounds.
"We are continually making new compounds," Merino said, "but very few of them give any indication of working. Out of hundreds of candidates, we have one moving into a mouse model, and another that looks promising."

MINNEAPOLIS -- Nine suspected gang members and associates were charged Friday with taking part?in a sexual attack on a 14-year-old girl who was forced back inside an abandoned St. Paul house and raped after trying to leave a party, authorities said.
The girl and her friend were picked up at school by one of the men and lured to a party with suspected members of the TB22, or True Blood 22, street gang, prosecutors said.
"This crime was every parent's nightmare," Ramsey County Attorney John Choi said in a statement. "Crimes like these shock the conscience of our community."
According to a criminal complaint, the girl wanted to leave the Nov. 17 party at the abandoned St. Paul house but was pulled from a car and carried back inside.
"The victim reported grabbing whatever she could, including door frames, to stop them from bringing her into the bedroom," the complaint said. The girl told a nurse that once she was forced onto a mattress on the floor inside the bedroom, a group of men held her down while she struggled and yelled for help.
One of the defendants told police at least two men raped the girl, according to the complaint.
Citing complaints and petitions filed in Ramsey County District Court, the St. Paul Star Tribune?reported the alleged victim heard one?suspect say, "Are you in? I call second."
The girl told the nurse that when she asked the man who brought her to the party, 24-year-old Mang Yang, to help, he said he had to go, according to the complaint. The assault stopped when one of the men yelled "police" and everyone ran, the complaint said.
'Get them drunk'
According to the complaint, Yang told police he knew the others planned to rape the girl and that "is the gang's intent every time they get girls to a party with them to get them drunk and rape them."
One of the teens told police that Yang told him to hold the girl down. But the complaint said Yang told police he went looking for the girl after she was carried from his car and that he heard her screaming and saw teens run out of a room.
Yang said he asked her if anything happened but she was crying and didn't answer, according to the complaint.
Yang is charged along with four other men, ages 18 to 37. Four male minors, ages 15 to 17, also are charged. They each face four counts: aiding and abetting first-degree sexual conduct, conspiracy to commit first-degree sexual conduct, kidnapping someone under age 16, and committing a crime for the benefit of a gang.
All nine defendants are suspected gang members or associates.
Yang and three of the other adults charged made their initial court appearances Friday and were appointed public defenders.
"This is a very serious case involving many co-defendants and we look forward to providing the best defense possible in each case to reach a fair resolution," said Kelley Malone-O'Neill, managing attorney at the Ramsey County Public Defender's office.
Speaking to the Star Tribune, police spokesman?Todd Axtell added: "We are looking for other potential victims to come forward."

Prior to that Thailand had developed very rapidly until the 1997 Asian crisis, but the great majority of its development had been in Bangkok, with innumerable wasteful real estate prestige projects.
Thus Thaksin's reorientation of the economy towards rural areas was a good idea.
But the Bangkok elite did not take kindly to it, and from 2005 engaged in street protests, prosecutions and undemocratic governments, slowing Thailand's economic development as foreign investors became deterred.
That changed in July 2011. Thaksin's sister Yingluck Shinawatra won a big enough victory in the general election that she could not be stopped.
Accordingly, Thaksin's policies of free market economic development with an emphasis on rural areas rather than Bangkok have again been implemented.
As a result, Thailand's growth prospects look good, with The Economist's team of forecasters predicting 6% growth in 2012, after a flood-affected 0.1% in 2011 and GDP of $346 billion. In 2013 growth is forecast to be 4.6%.
Thai inflation is also low at around 3% and the government deficit is moderate at around 3.4% of GDP. Debt is also well under control even with a central bank that has been loosening somewhat to bring rapid recovery from the floods.
With interest rates still at a reasonable 2.8%, there seem few economic obstacles to Thailand's growth.
Political obstacles are a different matter; though the government's opinion poll ratings remain high; the opposition remains embittered and is heavily concentrated in the capital.
Thailand's economy is somewhat short on energy and minerals but well balanced between manufacturing and services, with a strong agricultural sector. Thailand is a major exporter of rice and fishery products.
In the manufacturing sector, its labor costs are now relatively low compared to other Southeast Asian centers and competitive with coastal China, so it benefits greatly from participation in China-centered supply chains.
Its tourism sector is spectacularly successful. With 19 million visitors in 2011, up 20% from the previous year, Thailand has doubled the volume of ten years earlier. Bangkok is now third behind London and New York among top city destinations.
Thailand has a substantial oil industry but is nevertheless a substantial importer, so the country would benefit from an easing in global commodity prices.
This fund has substantial net assets of $647 million, an expense ratio of 0.6%, a yield of 2.5% and a P/E ratio of 12.
Given Thailand's economic prospects, that valuation is relatively attractive, since like most emerging markets in South-East Asia, Bangkok has been much less affected than Western markets by the surge of global liquidity.

WASHINGTON (AP) ? Mitt Romney says he's "almost there" in his six-year pursuit of the Republican presidential nomination after defeating Rick Santorum in the Illinois GOP primary. There are signs that big GOP donors agree, as major contributors shift more dollars in his direction.
"Tonight's win means we are that much closer to securing the nomination, uniting our party, and taking on President Obama," the Republican front-runner wrote in a campaign email sent late Tuesday.
He urged the party to fall in line behind his bid, saying, "We are almost there."
The former Massachusetts governor and his allies spent hundreds of thousands of dollars more than Santorum and his backers in Illinois, and it showed in the results: Romney was beating Santorum by 47 percent to 35 percent.
Campaign finance reports released Tuesday showed that big donors to a GOP political organization founded by political strategist Karl Rove have boosted their financial support for Romney in recent weeks.
For all of that money, though, Romney's Illinois win was a victory without an electrified electorate: Turnout seemed likely to be among the lowest in decades: Officials in several election districts said turnout hovered around 20 percent.
"You could draw a bigger crowd at a Green Bay Packers rally in downtown Chicago than what Mr. Romney delivered to the polls," Democratic Sen. Dick Durbin of Illinois said on "CBS This Morning."
Romney was the clear favorite among Illinois Republicans who were most concerned about picking someone who is capable of taking on President Barack Obama in the fall. Romney's wife, Ann, suggested earlier this week that it was time for the party to coalesce behind him. And in an appeal to the centrist independents who will decide the general election, Romney pledged Tuesday to work with Democrats or "die trying."
"Tonight was a primary, but November is a general election. And we're going to face a defining decision as a people," Romney said during a victory speech to supporters. "We know what Barack Obama's vision is. We've been living it these last three years. My vision is very, very different."
Romney picked up at least 41 delegates in Illinois, according to initial results, adding to his delegate lead and making it that much harder for any of his rivals to deny him an opportunity to take on the president in November.
Obama, for his part, was headed West on Tuesday to Nevada, New Mexico and Oklahoma City on a trip aimed at answering critics of his energy policies, sure to be a key issue in the fall campaign. His first stop was a plant in Nevada that uses solar panels to power homes, part of an effort to highlight the president's programs to expand renewable energy sources.
Romney was moving on to Maryland, where polls show he has the advantage heading toward an April 3 primary.
With Louisiana voting on Saturday, the South could prove less hospitable to Romney.
Santorum, who hopes to rebound in Louisiana, sounded like anything but a defeated contender Tuesday night as he spoke to supporters in Gettysburg, Pa. He said he had outpolled Romney in downstate Illinois and the areas "that conservatives and Republicans populate."
"We're very happy about that and we're happy about the delegates we're going to get, too," he said before invoking Illinois-born Republican icon Ronald Reagan, the actor turned president. "Saddle up, like Reagan did in the cowboy movies."
Former House Speaker Newt Gingrich didn't speak to supporters Tuesday, instead putting out a written statement. Texas Rep. Ron Paul has yet to win a state.
Romney triumphed in Illinois after benefiting from a crushing 7-1 advantage in the television advertising wars, and as his chief rival struggled to overcome self-imposed political wounds in the marathon race to pick an opponent to Obama.
Most recently, Santorum backpedaled after saying Monday that the economy wasn't the main issue of the campaign. "Occasionally you say some things where you wish you had a do-over," he said later.
Romney has 563 delegates in the overall count maintained by The Associated Press, out of 1,144 needed to win the nomination. Santorum has 263 delegates, Gingrich 135 and Paul 50.
After the Louisiana primary, a 10-day break follows before Washington, D.C., Maryland and Wisconsin hold primaries on April 3.
Santorum is not on the ballot in the nation's capital. Private polling shows Romney with the edge in Maryland, and the pro-Romney super PAC Restore Our Future launched a television ad campaign in the state during the day at a cost of more than $450,000.
Wisconsin shapes up as the next big test between Romney and Santorum. Republican politics there have been roiled recently by a controversy involving a recall battle against the governor and some GOP state senators who supported legislation that was bitterly opposed by labor unions.
Already, Restore Our Future has put down more than $2 million in television advertising across Wisconsin. Santorum has spent about $50,000 to answer.
Neither Gingrich nor Paul campaigned extensively in Illinois. Gingrich has faded into near-irrelevance in the race, but he remains defiant.
"To defeat Barack Obama, Republicans can't nominate a candidate who relies on outspending his opponents 7-1," he said in a statement Tuesday night. "Instead, we need a nominee who offers powerful solutions that hold the president accountable for his failures."
Gingrich said his campaign will spend the time leading to the party convention "relentlessly taking the fight to President Obama."

BEIJING ? The sudden appearance and rapid disappearance of dissident artist Ai Weiwei on China?s version of Twitter has provided a window into the zany, fast-paced and utterly incomprehensible world of social media censorship in the communist state.
Ai told NBC News that he had been told that -- since new rules were introduced over the weekend on the mandatory real-name registration of every account on the Twitter-style Sina Weibo website -- his name was no longer being blocked on the site.
Ai, whose outspoken criticism of China? ruling Communist Party and alleged tax-evasion led to his detention for 81 days last year, has had his name censored by China?s ?Great Firewall? and his physical travel has also been restricted.
So the sudden discovery that his name was suddenly viewable and searchable on Weibo spurred him to experiment.
?I just wanted to see if this policy really applies. They [new internet rules] said if you use your real name and identity, you can open your own Weibo account,? Ai said, ?so we tried and found that it worked.?
"Ai Weiwei testing, 3/19/2012" would be Ai?s first and last post under his Weibo account.
Account deleted
In a little under two hours, 10,680 people flocked to follow him online before censors deleted his account.
Though unsurprised by the number of followers he attracted in such a short time, he still can?t explain why he was suddenly able to open an account.
?I have no idea. Some people said it may just be a mistake, I have no idea,? he said.?

Curiously, the introduction of the new rules was followed shortly afterward by the banning of the Chinese term for ?real-name registration.?
Weibo users had been comparing notes regarding whose accounts had or hadn?t been suspended for not providing their real names. The blocking of ?real-name registration? appeared to happen because the discussion of the topic became so widespread.

Sina?has provided some?information about?how many of its users have opted to register their Weibo accounts with their real identities. The last official statistic released was a week ago when the company announced that it anticipated 60% of its users would be registered by last Friday?s deadline.
Earlier Monday, NBC News attempted to create a new Weibo account using an anonymous identity. While the site seemed to accept the information filled in, no confirming email required to start using the account ever showed up in our inbox.
'Jasmine Revolution'
However, some users who say they have not submitted any identification to Sina claim they have the ?V? badge that all users who verify their identity have on the site.
China?s government is sensitive about the destabilizing potential of social media sites as seen in places like Egypt, Libya and most recently Syria.
Chinese TV show 'Interviews before Execution' stirs controversy
An anonymous call for a ?Jasmine Revolution? early last year sparked a tightening of restrictions on such sites and increased calls by Chinese regulators and officials for real name registration.
Another newly banned word was ?Ferrari,? amid intense gossiping over the potential identity of the owner of a Ferrari who crashed their car early Sunday morning in Beijing, killing one and injuring two others.
The topic that was quickly censored after users speculated that the victim could have been the child of a high-level Communist official.
